To improve the environmental business, to strengthen the competitive ability in period of 2017 to 2020, General customs department issued the Decree no.737/QĐ-TCHQ on plan to perform the resolution 19-2017/NQ-CP in adminstrative reform and customs mordernization in order to create favorable conditions and to reduce customs clearance over the border, to save the time and cost for businesses. The customs department strives for reducing time of customs clearance until end of 2017. It is 70 hours for export goods and 90 hours for import goods. In the end of 2020, time shall be reduced under 60 hours for export goods and 80 hours for import goods.

On May 30, the Government held an online conference of reform the administrative work in 6 beginning months of 2017 and announcement of administrative reform index in 2016 from Ministries, departments, People’s Ministry of cities and provinces. Deputy Prime Minister of Standing Government Truong Hoa Binh, head of steering committee of administrative reform presided the confererence. In Tien Giang, Mr. Tran Thanh Duc - Deputy Chairman of People’s Committee and other leaders of departments attended the online conference.

Governent showed that in the 6 early months, members of steering committee consulted for Government to issue documents of administrative reform with the focus on promoting business environment, encouraging startup and developing business, enhancing the productivity, quality, effect and competition; improving discipline, completing the socio-economic development targets.

To save time for customs clearance and to avoid arguments of the procedures, enterprises may ask for customs to define the goods of im-export in advance according to regulations of Trade Facilitation Agreement among members of WTO.

On may 31, 2017, HCM International Trade Promotion Center (ITPC) and HCM Customs department and Vietnam Trade Facilitation Agreement (VTFA) held the Conference of “Regulations of Definition in advance: applied in Vietnam and benifits for business”.

The Agreement of WTO is valid from Feb 22, 2017 and this  is an important point in global trade system.  TFA sets up favorable trading standards for all members of WTO, creating new motivation for international trade through the implementation of administrative reform and customs procedures that help customs clearance over the border.

The pre-determination of codes, origins, customs values for export-import goods helps customs declarants and enterprises to know the payable tax amount in advance as customs clearance, to avoid argument between declarants and customs officer, customs procedures should be cleared and united throughout the country.
